A senior fellow at the Atlantic Council, Åslund is a leading specialist on economic policy in Russia. His new book examines in detail how Putin has created a plutocracy by appointing his friends to head state enterprises. Thriving on authoritarianism, this system has put Putin’s former KGB associates in charge of the judiciary and has funneled lucrative government business to Putin’s St. Petersburg business allies. Enriching a few, these practices have also sequestered much of the nation’s wealth in offshore havens in the UK and U.S., and vigorous black money operations have meant economic stagnation, from which Putin has tried to distract with shows of military might.
