In his study of international relations in the Bush and Obama administrations, Glennon adapts Walter Bagehot’s 1860s formulation of Britain as a state run by a duality of “dignified” and “efficient institutions,” arguing that U.S. foreign policy has become an unwieldy—and undemocratic—two-tier operation, with Madisonian institutions—Congress, the courts—mere figureheads for the myriad bureaucracies of intelligence agencies that in fact wield the power.
